Work of Regular Sittings Begins in Parliament

On February 6, the National Assembly began the work of the regular sittings. The parliament by voting refused the legislative initiative on Creating NA Ad hoc Committee on Ethics for submitting a conclusion to the National Assembly on Breaching the Parliamentary Rules of Ethics on 5 October 2017 by the NA RPA Faction deputy Artashes Geghamyan of the RA 6th convocation presented by the RA NA Way Out Faction to be included in the agenda of the third session of the sixth convocation of the RA National Assembly.

After approving the agendas of the RA NA session and the regular sittings the legislative packages and the package of the RA draft laws were debated in the second reading and completely adopting them.

The debated bills and legislative packages were endorsed in the Head Committees.

At the sitting the President of the National Council of the Swiss Confederation Dominique de Buman delivered a speech and welcomed the NA deputies

In his speech he noted that the RA NA President Ara Babloyan with his activities always boosted the cooperation of the Friendship Group between the Swiss and the Armenian MPs for the benefit of the cultural, economic and political relations of the two states.

The President of the National Council of the Swiss Confederation particularly stated: “Switzerland supports the efforts of Armenia for the benefit of innovation and progress. Switzerland, as a colleague, is involved in such programmes which are directed to the improvement of the product of cattle-farm workers, farmers and horticulturists and providing its sale. Switzerland also supports the government in the processes of strengthening the communities and the encouragement of the women's involvement in the politics.

No country, however, can move forward if its history is not recognized. The National Council, which I preside over, in 2003, recognized the Armenian Genocide, hoping that the crimes committed in 1915-1916 will never be repeated, and the Armenian people's roots and the path passed will be preserved.

I know that the forgiveness is not an empty word for the country with 1700-year Christian history. However, for forgiveness it is necessary that the committed crime be distinctly condemned.The settlement process of the reconciliation and diplomatic relations with Turkey which should pass through the adoption of the scientifically confirmed genocide, and was the goal of the protocols signed in Zurich on 10 October 2009. The Armenian Genocide is so real that has served as a definition of the crime of genocide against humanity given by Professor Rafael Lemkin in the UN Convention in 1948.

We should also mention that the declaration of the independence of Armenia took place on the basis of the disastrous ethnic conflict, the consequences of Nagorno Karabakh conflict after the collapse of the Soviet Union. But when we speak about self-determination of these mountains, the territorial integrity of the states and the rights of the peoples’ self-determination clash each other. Is the negotiating solution possible in this case? The government and the body which I represent, have many questions. The humanitarian and the member of the Armenian-Swiss Inter-Parliamentary Group Dominique de Buman dares to express wish that the population of the ‘Black Garden’ (Karabakh) will make a decision for its destiny, as other peoples have done, as recently the communities of my own country, Switzerland, have done, and the peace and friendship will be in its heart.

Summing up my speech let me say how I am connected to your country, how close it is to me with its wonderful relics, endless horizons, wonders of nature, ancient churches, pagan temples, the sacred mountain and prehistoric mysteries, and how I admire the Armenian people with its bright culture and identity.”

Afterwards the parliament debated in the first reading the RA draft law on Making Amendments and Addenda to the RA Tax Code.

The RA NA deputy Sergey Bagratyan touched upon the growth of the price of the certain ggods recorded in recent period.

Khosrov Harutyunyan called on his colleagues to vote for the draft law.

The RA Deputy Minister of Economic Development and Investments Hovhannes Azizyan presented the draft law on Ratifying the Agreement on Voluntary Agreeing the Special Subsidies with the Eurasian Economic Commission towards Industrial Goods by the Member States of the Eurasian Economic Union and on the Order of Holding an Examination by the Eurasian Economic Commission Connected with the Provision of the Special Subsidies by the Eurasian Economic Union Member States.

The RA NA Deputy Speaker Mikayel Melkumyan, the MPs Khosrov Harutyunyan and Hovhannes Azizyan touched upon the draft law.

The RA First Deputy Minister of territorial Administration and Development Vache Terteryan presented in the first reading the legislative package on Making Addenda and Amendments to the RA Laws on Inter-Community Associations, on Legal Acts and on State Registration of the Legal Entities, State Accounting of the Legal Entities’ Separated Subdivisions, Institutions and Individual Entrepreneurs.

The Deputy Chair of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Araik Hovhannisyan and the RA NA deputy Vardan Bostanjyan presented their viewpoints on the draft law.

The debate of the issue will continue at February 7 sitting.

At the last sitting, according to the RA Constitutional Law the RA NA Rules of Procedure, the RA NA deputies made their announcements.
